You'd need more information. It looks like arc AB is bigger than arc BC, but to be sure you'd need annotations.

Is there a rule for this.. All of the problems on this page ask me if i can conlclude that they are equal, so is there a specific on how much info i need to conclude that they are equal?
Like this one, since it says the length of both I have the info i need right?

(ii) In equal circles (or in same circle), equal chords cut off equal arcs, and conversely; in equal circles (or in same circle), if two arcs are equal then their chords are equal.

its asking me if:
RS is tangent to circle A at X.

Since the circle is inscribed in triangle and the circle touches all of the sides, aren't all the sides tangent to the circle?
