x - 3y = -8

x - 3y = -8
add 3y to each side
x - 3y + 3y = -8 + 3y
x = 3y - 8
add 8 to each side
x + 8 = 3y - 8 + 8
x + 8 = 3y
divide each side by 3
(x+8)/3 = 3y/3
